Dublin City Council has approved an economic development agreement with Ruscilli Construction Co., LLC, a total building resource with services including pre-construction, program management, construction management, design build, general contracting and construction consulting. Founded in 1945 in Central Ohio, Ruscilli serves a variety of markets and has completed projects in 28 states. Ruscilli is currently headquartered in Dublin and plans to expand operations to a new facility in the City.

As part of the agreement, the City of Dublin will provide a five-year, 10% performance incentive on withholdings collected on its employees for calendar years 2027 through 2031, that is capped at $185,000 for the term of the agreement. Additionally, the City is offering a location grant payment of $50,000 to Ruscilli to purchase a building within the City and related renovation expenses.
Ruscilli plans to retain its 120 employees based in Dublin and create 26 additional employee positions within Dublin by Dec. 31, 2032. Payroll withholdings from these roles are estimated to be $2,147,000 over the five-year performance period.
The grant payment and performance incentive are contingent upon Ruscilli purchasing property within the City of Dublin corporation limits by Nov. 4, 2026, receiving an occupancy permit by June 1, 2027, and occupying the facility by Nov. 4, 2027.

Council approved the EDA after a second reading at the May 26, 2026, meeting.
